How do I get around it?

Well you shall need a way of surfing through a proxy outside your country. You can use one of many anonymous surfing websites to achieve this.

http://www.unipeak.com/ Works well and is fast.
Type in a blog address and hit go.

http://proxify.com/ Works well too but does not allow comment posting. Blog posts can still be made.

Can I do something about it?

Yes! Start whining as much as you can… write letters to newspapers… phone up the ISP… and hopefully it will all be fixed soon.
